Grisada fully pushes to amend the specification of Para Soil Cement road construction so locals could do it themselves
On December 12, 2018, Mr. Grisada Boonrach – Minister of Agriculture and Cooperatives sent a text message via the application to Permanent Secretary of the Minister of Agriculture and Cooperatives (MOAC), Governor of the Rubber Authority of Thailand (RAOT), Provincial Agriculture and Cooperatives Office, Director of Rubber Authority of Thailand (provincial branch) and Departments concerned at all levels, “urgent matter” concerning the specification for Rubber road construction and designated reference price of materials which can be applied in the local areas. Including also were Permanent Secretary of the Ministry of Interior, Director General of Department of Local Administration, Provincial Governor, District Chief Officer and Local Government Administrator in every province. As the government has a prime policy of stabilizing rubber prices through various measures which , inter alia, is using rubber by the government agencies aiming to increase the use of rubber nationwide.
So far, MOAC has coordinated with the Ministry of Transportation and Ministry of Finance to amend the Guideline and designated specification for Para Soil Cement road construction so Local Administrative Organization can use as a manual for procuring construction work themselves or tendering such construction in correspondence with law and regulation of the government. By using fresh latex directly from rubber farmers through the Farmer Institutes directly certified by the Rubber Authority of Thailand in the area.
Therefore, MOAC tasked Agriculture and Cooperatives Office (Local/Provincial) and the Director of RAOT to coordinate with provincial authority and Local Government Administrator in the area to implement the supporting project in using rubber by the government agencies in accordance with government policies. However, MOAC has also sent the document to the Ministry of Interior for acknowledgement as well. Moreover, tasked the Inspector General supervising agricultural matters in the region to monitor the performance and appraisal of the implementation. And should there be any problems arisen, inform MOAC for acknowledgement immediately.
